When a bore is oval, scored or already at its limit, honing will not save it. Boring to the next oversize and finishing to the piston you have chosen gives the engine a round, straight cylinder to work with again.

Resurfacing deals with the other end of the problem: a deck that is no longer flat will not hold a head gasket, no matter how good the gasket is. We measure the deck, take the minimum needed, and record what came off.

Piston sizing matters here, so we want the pistons in hand or their exact specification before the cutter moves. That way the finished bore matches the parts going into it.
